IRENA Council Reviews 2026 Energy Transition Outlook
Delegates in Abu Dhabi reviewed IRENA's World Energy Transition Outlook 2026, which calls for faster renewables-based electrification to return to a 1.5°C path.

The story in focus
IRENA's 32nd Council met in Abu Dhabi from 14 to 16 October 2026, with over 300 delegates reviewing the agency's World Energy Transition Outlook 2026. The report calls for faster renewables-based electrification to return to a 1.5°C-compatible pathway after the current emissions overshoot.
- Over 300 government representatives and delegates attended the biannual Council meeting in Abu Dhabi from 14 to 16 October 2026.
- WETO 2026 finds renewable deployment at record levels but implementation pace insufficient, with electricity demand rising and efficiency and infrastructure lagging.
- The Council also addressed the 2026-2027 work programme and budget, the 2028-2032 medium-term strategy, and the Director-General selection process.
What the Council reviewed
IRENA's 32nd Council convened in Abu Dhabi from 14 to 16 October 2026, drawing more than 300 government representatives and delegates to the agency's biannual decision-making body. The agenda covered the agency's work and collective priorities for the next phase of the global energy transition.
Delegates discussed the World Energy Transition Outlook 2026, which IRENA describes as identifying the additional transformation needed to return to a 1.5°C-compatible pathway after the current overshoot in carbon emissions. The report offers a framework for Member States to assess progress, identify implementation gaps and examine opportunities across the energy system, investment and socio-economic outcomes.
Electrification at the centre
A central finding of WETO 2026 is the growing strategic role of renewables-based electrification. IRENA reports that renewable deployment continues to reach record levels, technology costs have declined and electrification is advancing across end-use sectors. It also states that the pace of implementation remains insufficient, while electricity demand is growing rapidly and energy efficiency and enabling infrastructure continue to lag.
IRENA Director-General Francesco La Camera said the outlook sets an actionable agenda for 2026-2035 and that electrification with renewables will be central to a secure, resilient and sustainable energy system.
Institutional business
The Council's programme also includes implementation of the 2026-2027 Work Programme and Budget and discussion of the Medium-term Strategy 2028-2032. It continues the Director-General selection process, with the Council expected to recommend candidates for final selection by the IRENA Assembly in 2027.
What does the World Energy Transition Outlook 2026 say is needed?
IRENA says the report identifies additional transformation required to return to a 1.5°C-compatible pathway after the current carbon emissions overshoot, and highlights the growing strategic role of renewables-based electrification.
