IN A FEW WORDS

The story in focus

The UNFCCC says its Host Country Agreement with Türkiye for COP31, to be held in Antalya in November, is finalized and in force. The agreement adds arrangements on inclusion, capped accommodation prices for funded participants, and reporting to the Bureau after the conference.

  • Türkiye's parliament ratified the COP31 Host Country Agreement on 31 July 2026.
  • Accommodation for Trust Fund participants is capped at half the daily subsistence allowance.
  • The host country must report to the Bureau after COP31 on achievements and challenges.

What the agreement covers

The Host Country Agreement sets the legal basis for organizing and hosting the annual UN climate conference. The UNFCCC said the COP31 version was co-signed by COP31 President-Designate Murat Kurum and Executive Secretary Simon Stiell during the June meetings in Bonn, and that it entered into force after ratification by Türkiye's parliament and confirmation to the secretariat.

The UNFCCC describes the text as consolidating recent improvements to such agreements while adding new provisions. It treats inclusion and gender as organizing principles, covering gender, Indigenous Peoples and local communities, and persons with disabilities.

Practical effects for participants

Participants funded through the Trust Fund for Participation have accommodation prices capped at 50% of the daily subsistence allowance, which the UNFCCC says supports participation by countries with limited financial capacity. Other participants gain an obligation for early engagement with the hospitality sector and a requirement to be told their customer rights under Turkish consumer law.

The agreement extends to UN Climate Change meetings held in Türkiye before and after COP31, and it strengthens regulation of leases for delegation and pavilion space. A new provision requires the host government to follow best practices in project management, including monitoring risks, timelines and milestones.

Oversight

Under the agreement, the Bureau is to be kept informed of issues and the host country must report after COP31 on achievements and challenges in organizing the conference and implementing the agreement. The UNFCCC said the text was published in September.

When did Türkiye's parliament ratify the COP31 Host Country Agreement?

Türkiye's parliament ratified the agreement on Friday 31 July 2026, after which the UNFCCC said it entered into force and was published in September.
